SECOND, a hiring freeze on all federal employees to reduce federal workforce through attrition (exempting military, public safety, and public health);"

Action on on this promise would not require an act of Congress. For instance, Jimmy Carter and Ronald Reagan put freezes into effect during their presidencies.

He didn't execute on his first full day in office, but on January 23rd, Trump issued a presidential memorandum imposing a hiring freeze throughout the federal government on non-military workers.
